RELIANCE
It goes like this ... say you live on a corner and somebody constantly takes a shortcut through your property to get to thier destination, if time goes by and you can prove that you did this for umpteen years, you have a reliance claim, it's a bit more complicated than that, but that's the gist of it ... we are thegist of it and a whole lot of us ... watch out City of LA if this thing ever gets to court, you got a huge legal battle, how bout being more civil, how bout UCLA builds some parking structures and give back to the community, so far all they have done is take from us, and threatening to take more ....

Given that this has been going on since 1928, I'd say there's a lot of reliance. Apparently, some of the buildings actually have the spaces listed in official documents, which enhances our position.
